The low spec PUBG is part of PUBG project Thai which is specially made for players in Thailand.
The popularity of PUBG can be seen from the fact that a lot of people who cannot run the game on PC, use emulators to run the mobile version of the game. No seeing their game’s popularity, PUBG corp has released a low spec version of the game, but only in Thailand. The low spec PUBG is being developed as a part of project Thai.

Talking to Inven, a rep from bluehole said ,“The low spec version is a separate project developed for Thai players only. It was primarily developed to meet the needs of the Thai market so there isn’t any other on-going discussion [of releasing it elsewhere].”
We sure hope that the low spec version is released to Indian markets as well.
